How Daylight Saving Time Works

A practical method

Daylight saving time changes the civil-clock offset used by participating regions for part of the year. When clocks move forward, one local hour is skipped; when they move back, one local hour occurs twice. The rules are political and regional, so they can change and should not be inferred from a country name alone.

1. Use a named time zone: A zone such as Europe/Ljubljana carries historical and seasonal rules; a fixed UTC+1 offset does not.
2. Check the transition date: Different countries start and end daylight saving time on different dates, and some do not use it.
3. Watch for missing or repeated times: A spring transition can make a local time nonexistent; an autumn transition can make it ambiguous.
4. Convert through UTC: For cross-zone work, map the local time to UTC and then to the destination zone.

Worked example

If clocks jump from 02:00 to 03:00, a local appointment at 02:30 does not occur on that date. When clocks fall back from 03:00 to 02:00, 02:30 may happen twice. A calendar system needs the zone and offset to distinguish the two occurrences.

Checks, edge cases, and common mistakes

• Do not assume 'add one hour' is valid for every region or date.
• Recurring international meetings can shift by an hour when regions change clocks on different weekends.
• Elapsed time should be calculated from actual instants, not by subtracting ambiguous wall-clock labels.
• Recheck future schedules because governments can revise time-zone rules.
