What Is a Time Zone

A time zone is a region of the Earth that observes a uniform standard time for legal, commercial, and social purposes. Time zones are defined by their offset from Coordinated Universal Time (UTC), the world's primary time standard.

Before time zones were standardized in the late 19th century, cities used local solar time based on the position of the sun. This meant every town had its own time, which made railway scheduling nearly impossible.

Sir Sandford Fleming promoted a standardized time-zone system in the 19th century. The 1884 International Meridian Conference adopted Greenwich as the prime meridian; modern civil time-zone rules developed through separate national and regional decisions.

UTC and Time Zone Offsets

UTC (Coordinated Universal Time) is the primary time standard by which the world regulates clocks and time. It is effectively the same as GMT (Greenwich Mean Time) but is more precisely defined using atomic clocks.

Time zones are defined by their offset from UTC, expressed as UTC±HH:MM. For example:

  • UTC+0:00 — Greenwich Mean Time (GMT), Iceland, parts of West Africa
  • UTC+1:00 — Central European Time (CET), West Africa Time
  • UTC+2:00 — Eastern European Time (EET), Central Africa Time
  • UTC+5:30 — India Standard Time (IST)
  • UTC+8:00 — China Standard Time (CST), Australian Western Time
  • UTC-5:00 — Eastern Standard Time (EST), USA and Canada

The offset can change seasonally in regions that observe Daylight Saving Time (DST), which adds +1 hour during summer months.

Daylight Saving Time (DST)

Daylight Saving Time is the practice of advancing clocks during summer months to extend evening daylight. Clocks “spring forward” 1 hour in spring and “fall back” 1 hour in autumn.

Not all countries observe DST. Japan, China, India, and most African countries do not use DST. In the European Union, all member states observe DST, but clocks change on different dates in the US and Canada.
DST transitions can cause confusion in scheduling. When planning meetings across time zones, always check whether each location is currently observing DST.

The IANA Time Zone Database (also called the Olson database) is the authoritative source for time zone information. It contains the complete history of time zone changes, including DST rules, for every region in the world.

Common Time Zone Pitfalls

  • Assuming a time zone is the same as an offset (e.g., EST vs EDT — both are Eastern Time but have different offsets)
  • Forgetting that DST starts and ends on different dates in different hemispheres
  • Using the three-letter abbreviation without checking the region (e.g., CST can be Central Standard, China Standard, or Cuba Standard)
  • Not accounting for countries with 30-minute or 45-minute offsets (India, Nepal, Newfoundland)
